Yogi govt approves Rs 5.24 crore to empower 26,215 divyang girls studying in council schools

Lucknow News: Under the leadership of Chief Minister Yogi Adityanath, the Uttar Pradesh government continues to fulfill its commitment to “inclusive and sensitive good governance.” In line with this vision, the government has approved a total fund of Rs 5.24 crore to provide a monthly stipend of Rs 200 for 10 months to 26,215 divyang girl students enrolled under the Samagra Shiksha Abhiyan.

This decision was approved during the Project Approval Board meeting of the Government of India on April 9, 2025. The Yogi government promptly initiated the implementation process. Chief Minister Yogi Adityanath has consistently emphasized that every girl has the right to education, and it is the government’s moral duty to ensure that each divyang girl moves forward with dignity.

To maintain full transparency, the scheme is being implemented via Direct Benefit Transfer (DBT), ensuring that the aid reaches beneficiaries without any intermediaries. The entire amount will be transferred directly into the bank accounts of the parents or guardians of the girl students.

Eligible beneficiaries include girls with a minimum 40% disability certificate issued by a competent medical board, who are currently studying from classes 1 to 8 in government primary, upper primary, and composite schools. The stipend of Rs 200 per month will be provided for a maximum of 10 months. The entire process will be fully digital and transparent, managed through Prerna, Samarth, and PFMS portals.

All expenditures related to the scheme will be governed by the financial rules and procurement guidelines outlined in the FM&P Manual-2024. In case of duplicate payments or fund misappropriation, the responsible officials will be held accountable. All bills, vouchers, and account records will be closely monitored, and the directive is to complete all payments by September 30 without fail.

To ensure accurate verification and eligibility checks, a four-member committee headed by the District Basic Education Officer (DBEO) has been formed in each district. This committee, comprising financial and academic officers, will finalize the list of beneficiaries and upload it on the PFMS portal after thorough digital verification.
