Uttar Pradesh Urban Development Department Advances Stray dog Management and Pet Licensing.

Lucknow News: The Urban Development Department (UDD) of Uttar Pradesh is taking proactive steps to enhance urban safety and animal welfare through its Animal Birth Control (ABC) and Anti-Rabies Vaccination programs, implemented across all 17 municipal corporations. Additionally, the department has issued 5,333 pet dog licenses this year, promoting responsible pet ownership and community safety.

The ABC program has successfully sterilized and vaccinated 2,84,641 stray dogs against rabies, with 1,25,893 sterilizations in 2023-24 and 1,19,197 in 2024-25. From April 1 to July 15, 2025, further progress has been made. The state has established 17 permanent ABC centers, with two additional centers approved for Lucknow and Ghaziabad, backed by a landmark allocation of ₹3,273.65 lakh from the state government—a first in India. The pet licensing initiative ensures that pet dogs are vaccinated and registered, reducing risks associated with unmonitored animals.

Principal Secretary of the Urban Development Department, Mr. Amrit Abhijat, highlighted the department’s efforts, stating, “Through our Animal Birth Control, anti-rabies vaccination, and pet licensing programs, we are working diligently with urban local bodies to promote safer communities and humane animal management. The establishment of modern ABC centers and the issuance of 5,333 pet dog licenses this year reflect our commitment to comprehensive urban solutions.”

To prevent dog bites, the department is raising public awareness, advising residents to avoid provoking stray dogs, supervise children near animals, and seek immediate medical care for bites. Citizens are urged to report aggressive or unwell dogs to local authorities or the dedicated helpline (1533) for prompt action.

In line with the Prevention of Cruelty to Animals Act, 1960, and the Animal Birth Control Rules, 2023, the UDD ensures stray dogs are humanely captured, sterilized, vaccinated, and returned to their original locations, adhering to ethical and legal standards. The pet licensing program further strengthens compliance with animal welfare regulations.

The Urban Development Department encourages residents to collaborate with municipal bodies to support these initiatives, fostering a harmonious coexistence between communities, stray animals, and pet owners across Uttar Pradesh.
