Lucknow: Participating in the Assembly discussion on the Vision 2047 document, Chief Minister Yogi Adityanath said that in the past eight years, Uttar Pradesh has achieved unprecedented milestones in the agriculture sector—surpassing the slow pace witnessed from independence until 2017. Pending schemes were completed at record speed, enabling farmers to benefit from modern technology, expanded irrigation, and direct financial support. The growth rate of agriculture and allied sectors in the state has consistently remained in double digits during this period, touching over 14% in the last three years, 4.5% higher than the national average of 9.5%.
Highlighting the state’s agricultural potential, he noted, "Uttar Pradesh possesses the country’s most fertile and extensively irrigated land. With improved seeds, timely availability of fertilizers, and advanced technology, the state’s share in national foodgrain production has risen to about 21%, despite having only 10% of India’s cultivable land."
Referring to the Saryu Canal National Project, initiated in 1971 but left incomplete for five decades, the CM said its cost had escalated from ₹100 crore to ₹10,000 crore by 2021. The double-engine government completed the project, providing additional irrigation to 14 lakh hectares. Since 2017, 31 major irrigation projects have been completed, bringing water to over 23 lakh hectares.
He added, "In 2024–25, Uttar Pradesh produced 414.39 lakh metric tonnes of wheat—more than 35% of the national output. Average yields reached 40 quintals per hectare, with progressive farmers achieving 48–50 quintals. The state’s share in rice production stands at 14.7%. Pulses production rose by 46%, and oilseeds by 46.6%, with UP’s national contribution climbing from 3.5% to 7% in oilseeds, and from 9.5% to 14.5% in pulses."
He added, "Sugarcane output touched 2,453.50 lakh metric tonnes—55% of the national total. Since 2017, ₹2.6 lakh crore has been transferred directly to farmers’ accounts through DBT—exceeding total payments made between 1996 and 2017. Of the state’s 120 sugar mills, 105 now clear payments within a week. Ethanol production has surged from 42 crore litres to 177 crore litres, generating employment for 1.7 lakh youth. UP also leads in horticulture, contributing 40.7% to the country’s potato output, 18.7% in bananas, and 19.3% in vegetables. The state has also won a national award for excellence in fish production."
Under the Pradhan Mantri Kisan Samman Nidhi, ₹90,000 crore has been deposited directly into the accounts of 2.86 crore farmers. Record procurement of wheat, paddy, maize, millet, and sorghum has been made at MSP.
The CM informed that 26,426 cattle farmers are receiving ₹1,500 per month per cow under the Mukhyamantri Sahbhagita Yojana, while 16.35 lakh cows have been sheltered. Moreover, 89 Krishi Vigyan Kendras are being upgraded as Centres of Excellence across nine climatic zones. Work on the Mahatma Buddha Agriculture and Technology University in Kushinagar is also progressing rapidly.
