Chief Minister Yogi Adityanath, on Saturday, highlighted that Uttar Pradesh, now a leading investment destination due to its strong governance, has become the largest mobile phone manufacturing state in India.

"Uttar Pradesh alone accounts for 55 percent of the mobile phones produced in the country. Additionally, 60 percent of the mobile components manufactured in India are made in the state. This demonstrates UP's vast potential, which led Samsung to relocate the world’s first mobile display unit from China to India, and specifically to Uttar Pradesh. Today, the state is playing a significant role in the nation’s development and investment initiatives," he remarked.

CM Yogi was addressing the certificate distribution ceremony organized by Samsung Innovation Campus at Deeksha Bhawan of Deendayal Upadhyaya Gorakhpur University.

During the event, certificates were distributed to around 600 B.Tech students from Gorakhpur University and the Institute of Technology and Management (ITM), with the Chief Minister personally presenting certificates to eight students.

Speaking on occasion, CM Yogi recalled how Samsung, the world’s largest mobile phone manufacturer, had considered closing its Noida unit due to the unfavorable conditions in Uttar Pradesh prior to 2017. He said, he  reached out to Samsung officials, assured them that their issues would be resolved, and followed through on his promise.

"As a result, in 2018, Prime Minister Narendra Modi and South Korean President Moon Jae-in inaugurated the world's largest mobile phone manufacturing facility, built by Samsung," the Chief Minister said.

Chief Minister Yogi Adityanath, while praising Samsung for its Innovation Campus, expressed his desire for the students who received training to also visit Samsung’s Noida unit.

He emphasized that such a visit would provide the 3,500 students trained at the Samsung Innovation Campus with valuable insights into the industry’s challenges and practical knowledge.

“Unless the knowledge gained in institutes is connected to the industry, the Prime Minister's Digital India Mission will face difficulties in achieving success,” the Chief Minister remarked. He also highlighted that the courses included in this training program are the latest and aligned with the demands of today’s global market.

CM Yogi Adityanath emphasized the importance of aligning education with market demand, stating, “The biggest need of today's era is to map the market for supply in accordance with demand. If we fail to do this, we risk creating an army of unemployed youth."

He stressed that educational and training institutes must design courses that equip students with skills to sustain themselves for the next 20-25 years.

He further added, "Institutes need to develop programs tailored to regional, national, and global needs. If we continue to rely on rote learning, we will fall behind in the rapidly changing world."

CM Yogi Adityanath announced that the Chief Minister's Internship Scheme aims to realize the vision of a self-reliant India from the campuses of educational institutions.

By providing on-campus training, the government intends to guarantee jobs or startup opportunities for youth. Under this scheme, the project work of final-year students will be connected to internships in various industries. The government will cover half of the student's honorarium, with the remaining half provided by the respective industry.

During the event, the Chief Minister urged Deendayal Upadhyaya Gorakhpur University and other educational institutions to conduct social impact studies. He advised that potential investors assess the social impact of a region before establishing units or investing in the area, emphasizing that the government allocates crores of rupees for this purpose.

Emphasizing that Uttar Pradesh is now part of a major campaign for development and investment, Chief Minister Yogi Adityanath recalled that when his government took office in 2017, efforts to attract investment were initiated. He pointed out that the first requirement of good governance is ensuring security.

“Before 2017, when people were not safe in UP, how could their capital be safe? With this in mind, the government adopted a zero-tolerance policy towards crime and criminals,” the CM stated.

"After six months of efforts, officials projected potential investments of Rs 20,000 crore. When asked why the figure was modest, it was explained that UP had such a notorious reputation that few investors were willing to consider it. However, the government implemented policies across 27 sectors while simultaneously strengthening law and order—no other state has such a diverse range of policies", he stated.

He noted that a platform for 450 types of NOCs was made available through the Nivesh Mitra portal. Additionally, systems for MOU monitoring were established through Nivesh Sarathi, and arrangements were made for online incentives post-production.

As a result, a state that once attracted only Rs 20,000 crore in investment proposals received proposals worth Rs 40 lakh crore during the Global Investors Summit in 2023. These proposals are expected to guarantee employment for two crore youth, he pointed out.

He stated that to enhance digital capabilities among youth in line with these employment opportunities, the government has launched a campaign to distribute two crore tablets and smartphones under the Swami Vivekananda Yuva Sashaktikaran Yojana.

During the event, the Chief Minister highlighted the success of the Semicon India event held in Greater Noida on September 12, where India received three investment proposals for semiconductor manufacturing, all of which are set to take place in Uttar Pradesh. He noted that each investment is expected to create one lakh jobs.

Encouraging students to strive for success, CM Yogi advised them to aim for the pinnacle of hard work. “Instead of working for six hours, develop the habit of working for 12 to 14 hours. Work does not weaken you; it teaches you valuable lessons. Only by putting in more effort can we strengthen PM Modi's vision of Digital India,” he asserted.

Welcoming the Chief Minister at the event, Vice Chancellor of Gorakhpur University, Prof. Poonam Tandon, expressed that through the Samsung Innovation Campus training program, the youth are now prepared to embrace new employment opportunities and contribute to the digital economy.

She commended Chief Minister Yogi Adityanath for his efforts in promoting skill development, education, and employment for the youth, noting that he is setting new records in these areas.

Samsung South West Asia President and CEO JB Park also praised CM Yogi Adityanath for his role in transforming Uttar Pradesh into an investment-friendly state. Park highlighted that by prioritizing law and order, CM Yogi has successfully turned UP into an investment hub, commending his strong leadership and zero-tolerance policy as exemplary.

On this occasion, the Chief Minister also visited the exhibition organized by the students of Gorakhpur University, ITM and Samsung in the gallery of Deeksha Bhawan.
